Buying Avios from British Airways & Finnair:
You can buy Avios at roughly a bit higher than 1 euro cent through Avios Booster; BA buys Avios subscriptions or at 1.2 euro cents each during frequent sales at a 50% bonus.

- British Airways Launches Avios Subscriptions
- British Airways Buy Avios With 50% Bonus Through September 14, 2022
Finnair has had sales that have allowed everyone to buy Avios at 1.05 euro cents each, significantly less than the current Qatar Avios subscription price.
Conclusion
You can probably buy Avios more cheaply through BA or Finnair during their frequent sales than through Qatar Airways, whose pricing doesn’t appear to be very competitive.
You need to remember that you can link these various Avios accounts through BA and freely transfer Avios between them without any fees.
So, you can, i.e., buy from Finnair and then transfer them to Qatar Airways through British Airways.
There can be later sales or additional discounts for these subscriptions, if what Points does with other airlines is of any indication.
